I don't know if I'm right on this but this is what I think.
ㅜ can be either oo or u
ㅓ the difference between u and eo is that they use u because it sounds like it and eo as supposedly the right romanization. Although romanizing korean is weird since there's really no stable chart. It can change sometimes.

hehe... didnt realize i had to specify what type of accent i use... but you are right, i pronounce 'what' similar to 'wut' (IMG:style_emoticons/default/tongue.gif)
