I think you should've immediately either declined your first friend's request or politely turned down the other girls who asked. By this point, all four think you might go with them, which means three of them will probably be pissed off with you eventually, if not all four.

Or yeah, you could find them dates, too, or a date for one of them. I think you're right that it'd be worse to turn down your friends than to turn down two girls who aren't exactly friends.
