From my experience, if a guy truly liked you, he would make the attempt to make you his ASAP just in case other guys would get you before he does.
I say if he hasn't made a move by now, just distance yourself and you'd save yourself a lot of confusion and heartache. Besides, there may be another guy out there who's seen something special about you and is willing to take the chance to get to know you better.
