what kind of car is it? from your description it sounds like somebody removed the stuff inside the cat. so its basically a straight pipe. however this creates turbulence inside the exhaust and isnt as good as a true straight pipe

a cat basically filters the exhaust gases coming out of your engine. Some people either bang out all the honeycomb material in it or just replace the whole unit with a straight through pipe. The cat is there to keep emissions and air pollution down, but also restricts airflow in the process thus stealing away precious power. Basically its illegal to have no cat, but a lot of people do it anyways.

i'd recommend just getting a straight pipe instead of keeping the hollow cat
if you're gonna go for performance you'd want to take it out sooner or later.
buying another cat doesnt cost too much so you can just swap both pieces for emissions.

Catalytic converters are not filters, they convert toxic gases into something else.
Typical cats convert NO (nitrogen oxide) and CO (carbon monoxide) into O2, N2 and CO2. If there is any unburned fuel in your exhaust, the cat will also burn it off before it is released into the atmosphere.
