I purchased a pair of oxblood/bordeaux balmorals, but don't know really what to wear with it. Chinos? grey flannel trousers? Suits?

Probably true. It's not so much about trousers and dressy shirts (tie and jacket optional) as it is about making sure the upper body and therefore the face draw more attention than the shoes. A shirt with a bold pattern is one way to do that.
