Best brief bag between $100 and $300?

Hi, new to the forum. I joined after lurking for a while because there seems to be an encyclopedic knowledge of bags, watches, shoes, etc . . .
I was walking into court last week for pre-trials. I had about 25 cases to handle, and as I walked into court and put my old Wilson's leather bag onto the table the bottom ripped open.
So, it is time for a new bag.
Unfortunately, I am a lowly public/legal defender. I get paid more in experience, rather than real $$$, so I can't afford too much.
I don't think I would like another messenger bag.
My plan is to buy a catalog/pilot/litigation bag, and a brief bag. But I'm not dead set on what to do.
For the catalog bag: I live in Utah, and I'm not sure that wheels will be the best idea for the winter months when snow is plentiful.
Suggestions for brand and styles are appreciated: I would like to keep this bag under $150.
For the brief bag: I want a bag that will last forever, and handle well the abuse that I'm going to throw at it.
I don't need this bag to hold a ton of stuff, I just want a bag made of stiff leather that will hold up to age/abuse well.
I'd like to keep this bag under $300.
I'm open to other alternatives/suggestions that you might have.

Dang, that US Army Briefcase is awesome. I've been planning on getting a new "lifetime" briefcase in January. I had been looking at Asprey or Schlesinger's, but that customhide has some nice options.
$289 for vegitable tanned, top grain leather is a great deal.

After receiving some sage advice in regarding law-appropriate bags, I've added the Tusting Clipper to my holiday wish list. Luggage Guru has it for $9 over your budget. Given the amount of time you're spending in court, though, I could see your wanting something more formal (e.g. top-folding).
